The Department of Justice is a Hong Kong government law office most often instructed as counsel for the prosecution, appearing across both appellate and first-instance courts, most often in the Court of First Instance, with an extensive appellate practice in the Court of Appeal and Court of Final Appeal. Its reported matters span 1997 to 2026 and concern criminal law, drug offences, and judicial review and immigration. As respondent's counsel it has appeared in numerous criminal appeals, including HKSAR v. Lai Haixian [2026] HKCA 1253, HKSAR v. Kwan Hau-chi, Vanessa [2026] HKCA 1078, HKSAR v. Yeung Tsz Wing [2026] HKCA 1081, HKSAR v. Fang Siyuan [2026] HKCA 1092, HKSAR v. Lai Wing Yin [2026] HKCA 1097, HKSAR v. Yayu Masih [2026] HKCA 1099 and HKSAR v. Ma Wing Hang [2026] HKCA 1080, as well as the Court of Final Appeal matters HKSAR v. So Tsun Fung (蘇浚鋒) [2026] HKCFA 25 and HKSAR v. Yu Lik Wai William (余力維) (and 1 other) [2026] HKCFA 22.

The Department has also appeared as counsel for the respondent in non-criminal appellate matters, including the immigration case Yolmo Deechen Lamu v. Director of Immigration [2026] HKCA 1079 and the land matter Well Honour Development Limited (安鴻發展有限公司) v. The Director of Lands of Lands Department Headquarters, reported at [2026] HKCFA 28 and [2026] HKCFA 23.
